This platform must be organized according to different principles than commercial ones. Openness and freedom, diversity and self-determination of the individual must be the goal. In order to achieve the necessary size at all, to develop charisma and to be able to build a counterweight, the new platform must be European.
At the moment, however, any offer that wanted to establish a counterweight to the commercial platforms on the free market would be seriously at a disadvantage, because it could hardly catch up with the lead of the platforms due to their years of data collection and their size and the associated network effects – and yes, too shouldn’t.
Bundle fee-financed content – across Europe
But there is another pound that can proliferate a public infrastructure: high quality content. There are already hundreds of thousands of films, documentaries, series, news produced with public money or fees. They could be bundled on one platform and presented in an attractive way.

To this end, European public broadcasters such as ARD, ZDF, BBC, RAI, DR would have to make their content publicly available on such a European media platform. This would, similar to the basic idea at ARTE in the early 1990s, break out of the national way of thinking and information.
Germany can take action and invite other partners such as France or the Scandinavian countries, or – regardless of Brexit – the British BBC with its award-winning offers. The platform can not only serve as a media library, i.e. a showcase, but also as a technical platform for sharing, discussing, remixing and providing your own content. This creates a communication platform that is independently financed and independent of national or European budget titles and which would also be completely free of advertising, open and data protection friendly.

It is precisely through the provision of attractive content that part of the political discourse will migrate to this public platform. In Germany, it could be legally anchored as the fourth major pillar alongside ARD, ZDF and Deutschlandradio and thus receive a relevant share of the funding from the broadcasting fee.
Thanks to its “data protection by design” approach, it could also be actively used in schools and thus help solve today’s dilemma that communication between school, pupils and parents usually takes place with a guilty conscience via problematic systems such as WhatsApp.
Independent of political influence
The platform needs its own agile management level (directorship). Users, including those selected at random from the respective participating countries, are to be involved in the supervision and control on an equal footing with the other members. The clear requirement is independence from politics and political influence in order not to repeat the mistakes of the previous German public service broadcasting and to bring together the strengths in the European network.
For the curation of content, search, value and sorting functions, a concept will have to be developed along the lines of the public service mandate in order to map plurality and controversies. The new digital possibilities of automatic translation make it possible to perceive foreign-language content regardless of one’s own language skills, for example through comprehensive subtitling and translation. This creates a genuinely multilingual platform.
Private media providers can also participate in the platform and make their own offers available on it. Above all, such a new platform must enter into cooperation, especially with public authorities. Qualitatively checked media content, for example from universities, museums, parliaments could be provided. Cooperation with offers such as Wikipedia would also be desirable.
A secure digital place for school classes and clubs
Everyone should be able to use the new advantages. Additional communication options offer deeper social interaction, be it via your own channels, blogs, albums, or for communication between users. The platform offers the safe place where school classes can share content with each other, the photo gallery of the club festival is stored or adult education centers accompany their courses.
Open interfaces allow new offers and technical approaches to be tested and disseminated if they follow the basic principles of openness, data protection and high IT security. A tremendous synergy arises here if free and open software and applications are better promoted in parallel. It would be a test laboratory and innovation driver at the same time.

This is how we create an advertising-free alternative to providers with questionable rules and non-transparent recommendation mechanisms.
